Ever since members of the North Atlantic Treaty Organization sprang into action to help Ukraine try to thwart Russia’s invasion last year, China has warned about a similar U.S.-led security alliance forming in Asia that would seek to hobble Beijing’s ambitions and provoke a confrontation. President Biden’s Camp David summit on Friday with the leaders of Japan and South Korea most likely reinforces Beijing’s perception. The talks saw Japan and South Korea put aside their historical animosities to forge a defense pact with the United States aimed at deterring Chinese and North Korean aggression. Mr. Biden, who met with Prime Minister Fumio Kishida of Japan and President Yoon Suk Yeol of South Korea, sought to emphasize at a news conference that the summit was not “anti-China.” But Beijing will almost certainly find Mr. Biden’s assertion unpersuasive. China’s leader, Xi Jinping, has accused the United States of leading Western countries in the “all-around containment, encirclement and suppression of China.”

When President Biden meets with the leaders of Japan and South Korea at Camp David on Friday, the allies will have another nation in mind: China. Japan, South Korea and the United States share the common interest of competing with an increasingly assertive China and ensuring peace and stability in the Taiwan Strait. Just last week, Mr. Biden banned new American investment in key technological industries that could be used to enhance Beijing’s military capabilities. Washington has also kept a large military presence in both South Korea and Japan in part to counterbalance China’s influence in the region. Biden administration officials said the leaders would sign off on a formal “commitment to consult,” an understanding that the three nations would treat any security threat to one of them as a threat to all of them requiring mutual discussion about how to respond. The three will also bolster cooperation on ballistic missile defense, expand annual three-way military exercises and develop a framework for security assistance in Southeast Asia and the Pacific islands. But the emerging entente has its limits. By choosing to hold the summit at Camp David, Mr. Biden has signaled that he understands the gravity of the moment. The good news for Mr. Biden is that the relationship between Tokyo and Seoul is improving. As President Barack Obama’s special assistant and later assistant secretary of state for East Asia, I saw firsthand the disruptive effects of friction between Japan and South Korea. China and North Korea have proven themselves adept at exploiting such differences. North Korea has in the past dangled the possible return of Japanese citizens said to have been abducted by Pyongyang decades ago, partly in an effort to curry favor with Tokyo and get it to ease some sanctions imposed on North Korea.
